The error 88 in the submit_sm_resp is returned when a connection is being throttled. This could be to slow down the speed at which SMS are received from you due to a throughput limit on your account, although throughput limits are not set up by default and are therefore rare. However, more commonly this error occurs when there is no credit remaining on your account.
